HISTORY

Founded in 1986, QRI’s original mission was to perform environmental consulting and remediation services at oilfield legacy sites in coastal Louisiana. From 1986-2007, all of QRI’s client base were private industry customers. In 2004, QRI was granted 8(a) certification by the U.S. Small Business Administration (SBA). It was the 8(a) Program that introduced QRI to government contracting.

QRI’s Federal contract history began in the aftermath of Hurricanes Katrina and Rita. In 2007, QRI leveraged their past experience as a subcontractor on EPA START missions, along with the ability to rapidly mobilize and manage dozens of crews, to win three Personal Property Debris Removal (PPDR) contracts with concurrent periods of performance for the USACE, Recovery Field Office out of New Orleans. From August 13, 2007 to September 30, 2007, QRI removed over 30,000 cubic yards of debris and waste from 8,173 private properties in Jefferson Parish. These three simultaneous PPDR contracts opened up a whole new playing field for QRI within the Federal marketplace. Seemingly overnight, QRI gained not only recognition, but credibility after receiving three “Exceptional” Ratings for their performance under these contracts.

Since 2007, QRI has been the Prime Contractor on 118 Federal Contracts with 578 Task Orders for a total contract value of over $1.9B and an obligated value of $117M for clients such as USACE (12 Districts), GSA PBS & FSS, the US Air Force, the US Coast Guard, FEMA, the National Park Service, US Geological Survey, etc.
